Michael Phipps is an accomplished technology leader with a 35-year track record of performance in high paced organizations developing security and electronic surveillance systems for US and foreign Intelligence and Department of Defense organizations. Currently, Michael serves as the Managing Partner and President for Metis LI, working with government organizations and large and small companies, providing strategic planning, systems engineering, integration, deployment, and training for intelligence gathering and security systems. Prior to forming Metis, Michael served in multiple senior executive roles for Ultra Electronics, including Chief Technology Officer for their Secure Intelligence Systems Division, President of Special Operations Technology (SOTECH), and Vice-President and General Manager for ProLogic’s Intelligence, Surveillance and Reconnaissance division. Prior to joining Ultra Electronics Michael held Senior Management positions in small and large companies in the Intelligence and Security sectors.
Michael has established himself as an industry leader in the development of data collection and information management systems for intelligence and security applications. He serves on industry advisory boards, including as Executive Director and industry advisor for the Southwest Innovation Collaborative (SWIC), a non-profit, government-industry-academic collaborative, whose mission is to support regional economic growth through innovation, fostering collaboration among entrepreneurs, businesses, government, and academia. Michael is a TechStars Mentor for start-up businesses, and an adjunct professor at National University, where he developed a series of courses on Unmanned Systems Applications, Design, and Project Management.
Michael Phipps obtained his Bachelors of Science in Engineering from Duke University, Master of Science in Information Technology from Capella University, and is ABD PhD in Engineering Organizational Management. He completed the advanced certificate program in Project Management at University of California, Irvine and holds Project Management Professional Certification.
Scott Hincy is a Managing Partner for Metis LI, working with Michael Phipps on the acquisition of the Lawful Intercept Product Line from Ultra Electronics and the formation of Metis LI. Scott was the Vice President of Engineering for Ultra Electronics ProLogic and SOTECH and the lead systems engineer for the Lawful Intercept product line. Scott has over 20 years of experience in C4ISR. Scott has a BS in Computer Sciences from the University of Maryland, College Park.
Brad Jansz is a founding partner in Metis LI and the lead for our biometrics portfolio. As Director of Software Engineering for Ultra Electronics SOTECH, Brad lead the development efforts on the ECAS , VPA and physical biometrics product lines. Brad has over 30 years of experience in C4ISR systems development. He has a BS in Computer Science from University of California, Irvine and Masters in Information Technology from Capella University.
Jimmy Kim is a founding partner in Metis LI and the lead for collection systems development. As a Principle Software Engineer for Ultra Electronics, SOTECH, Jimmy was a lead developer for ECAS, VPA, and GAPS product lines. He has over 15 years of experience in C4ISR systems development. Jimmy holds Bachelors and Masters degrees in Computer Science.
Jeff Ricks is a founding partner in Metis LI and the lead for collections systems development. As a Principle Software Engineer for Ultra Electronics, ProLogic, Jeff was a lead developer for Tactical Collections Systems and Geospatial Presentation Systems. Jeff over 15 years of software experience in C4ISR systems development.
